Groupe ADP Unveils 2027-2034 Economic Regulation Agreement Proposal
Groupe ADP has announced its 2027-2034 Economic Regulation Agreement (ERA) proposal, aimed at transforming Paris airports amidst significant challenges in the aviation sector. The proposal is set against a backdrop of urgent needs for decarbonization and heightened competition among global hubs.
ADP plans an unprecedented €8.4 billion investment over this period, focusing on modular and phased development to enhance efficiency and competitiveness. The ERA seeks a fair economic balance, targeting a convergence between regulated ROCE and WACC at 5.9%.
A moderate average traffic growth of 1.6% per year is anticipated, alongside strategic investments to modernize infrastructure and increase capacity. The proposal includes €130 million in cost-saving measures and a regulatory framework supporting substantial yet measured growth in airport charges.
If successful, the project will enhance operational efficiency, benefit airlines with €550 million in gains, and create nearly 13,000 new jobs, maintaining ADP's pivotal role in France's aviation sector.
