Baoting Launches China-EU Zero-Carbon Initiative
On October 21, 2025, Baoting, located in Hainan, China, announced the "China-EU Zero-Carbon County Cooperation Initiative" to mark the 10th anniversary of the Paris Agreement. This initiative is part of China's newly declared Nationally Determined Contribution (NDC) and aims to integrate digital and green transitions. A conference, "From Commitment to Implementation: Hainan's Actions in the COP Process," attracted over 100 participants from various sectors to discuss local governments' roles in implementing NDCs.
Baoting, as a county, serves as a key test site for China's NDC efforts. It benefits from the Hainan Free Trade Port's favorable policies and offers advantages for international cooperation in green and digital areas. Core practices in the zero-carbon transition include promoting energy efficiency, enhancing carbon sinks, and building platforms aligned with global standards.
The initiative was praised by global climate leaders, with China's Special Envoy for Climate Change and the CEO of the European Climate Foundation commending Baoting as a model of local action facilitating international collaboration. Expert insights and flagship projects were shared, demonstrating Baoting's role in advancing the zero-carbon agenda.
